CBHC Policy CornerSenate Bill 14 was signed into law on June 3, 2019: This bipartisan bill builds on RSA 135-F and years of work all around New Hampshire to create and support a System of Care. SB 14 takes a systemic approach to improving the child welfare system and ensuring children and youth get the appropriate support services where and when they need them using a System of Care approach. Full funding for SB 14 was included in the budget! Specifically, SB 14:

Healthy Students, Promising Futures: The CBHC is part of the NH team convened and supported by the NH Charitable Foundation as part of the Healthy Students, Promising Futures Learning Collaborative. The goal of the work is to support opportunities for promoting health and wellness in schools, focusing on the whole child and giving all students an equitable chance at academic success. The NH team attended a 2-day conference and planning session in DC in July and participated in another planning meeting in August. The team is working on implementing the free care rule expansion in NH and supports MTSS-B expansion around the state. Request for Information (RFI): The DHHS Division of Children, Youth, and Families (DCYF), realeased a RFI seeking input from the public on the redesign of the DCYF service array. This request comes as part of the Division's effort to integerate services across all child and family serving systems with a focus on prevention, to ensure everyone in need recieves the right services at the right time. The DCYF is looking to learn from the community and will provide information essential to achieving the shift we all hope to see for Granite State children.
Updates from the NH DHHS Bureau for Children's Behavioral Health: Work has begun to implement SB 14, including the following steps:
The BCBH staff, staff from NFI, UNH IOD and Monadnock System of Care recently attended a conference on a Child and Adolescent Needs and Strengths or CANS. CANS has been identified by SB14 as the single tool to use for the Children's System of Care. The attendees of this conference are hoping to become certified trainers to assist in the expanded use of CANS in NH. Other work of BCBH includes a recent trip to Texas to visit youth SUD treatment sites that implemented the 7 Challenges, which is the model NH has recently chosen, to develop and enhance Youth SUD Treatment Programming.
